Excerpts From The NPP 2024 Manifesto Launch; Bawumia’s 70-point Agenda

Dr. Mahamudu Bawumia, the Vice President of Ghana and the NPP‘s flagbearer for the 2024 elections, unveiled an ambitious 70-point agenda during the launch of his campaign in Takoradi. His vision for Ghana is bold, innovative, and targeted at transforming the nation across multiple sectors. Here’s a breakdown of some of the key highlights:

1. Revolutionizing Education:
During the launch, Bawumia promises to introduce a growth mindset curriculum aimed at equipping students with critical skills such as problem-solving, risk-taking, and design thinking. Recognizing the importance of the Fourth Industrial Revolution, he plans to pivot the education system towards STEM, robotics, artificial intelligence, and vocational skills, preparing the youth for future job markets.

2. Streamlining Government and Fiscal Reforms:
One of his significant proposals is to reduce the number of government ministers to just 50, ensuring a leaner and more efficient administration. He also intends to enhance fiscal discipline by introducing an independent fiscal responsibility council and amending the Fiscal Responsibility Act to cap budgeted expenditure at 105% of the previous year’s tax revenue.

3. Simplifying the Tax System:
In a move to ease the financial burden on Ghanaians, Bawumia’s plan includes abolishing the e-levy, VAT on electricity, emissions tax, and betting tax. He also proposes a straightforward flat tax regime for individuals and SMEs, with exemption thresholds to protect low-income earners.

4. Digitalization and Infrastructure Development:
At the launch, Bawumia envisions a fully automated Tema Port, aligning its duties with those at Lome Port, which will streamline import processes. He also promises to reduce data costs, expedite spectrum allocation, and make passport acquisition easier for Ghanaians by linking it to the GhanaCard.

5. Empowering the Youth:
Understanding the potential of Ghana’s youth, Bawumia plans to collaborate with the private sector to train at least one million young people in IT skills, including software development. This initiative aims to create sustainable, well-paying job opportunities for the youth both locally and internationally.

6. Advancing Renewable Energy and Environmental Protection:
In line with global trends, Bawumia intends to diversify Ghana’s energy mix by introducing 2,000MW of solar power and additional wind power. He also aims to abolish import duties on solar panels, making renewable energy more accessible. For the mining sector, he advocates for responsible mining, decentralizing the Environmental Protection Agency, and supporting small-scale miners with vocational training and pension schemes.

7. Enhancing Healthcare and Infrastructure:
Bawumia’s agenda includes expanding infrastructure at medical schools and the Ghana Law School to accommodate more students. He also plans to leverage technology and data systems to improve healthcare delivery across the country.

8. Boosting Agriculture and Food Security:
Bawumia’s strategy for agriculture focuses on achieving food security through technology and large-scale irrigation. He also proposes promoting the use of agricultural lime to reduce soil acidity and increase crop yields, alongside prioritizing the construction of the Pwalugu Dam.

9. Promoting Housing and Urban Development:
With a vision for modern, sustainable urban development, Bawumia plans to partner with the private sector to build large housing estates without relying on government borrowing. The National Rental Assistance Scheme, already successful, will be expanded to address the issue of excessive rent advances.

10. Cultural and Sports Development:
In a bid to make Ghana a hub for emerging sports in Africa, Bawumia seeks school-level collaborations with international sports bodies like the NBA and NFL. He also plans to introduce digital and streaming platforms for Ghanaian artists to promote the creative arts as a growth pole in the economy.
